For the cape you would need a professional glider cape, which costs $2 million, then SAP gloves which would cost $100 per pair. For boots you would need acoustical dampening boots which are $5,000. The utility belt will be a UK Cobra belt which is 500 dollars. For the gadgets you will need a warehouse, which will be 25,000 sq. ft. of premium metal to make batarangs and a $180,000 machine to make them forever. You would need smoke pellets for $5,000 yearly as well as a flashbang supply, laser torches, evidence pouches and $500,000 in savings in case anything goes wrong- in total, 3 million for all gadgets. You will need training so you are going to hire Tibetan monks for meditation, UFC fighter Connor McGregor for fighting style and Navy Seal instructor Dave Goggins- in total that’s another $15 million. 

For the Bat House you would need a 42,500 square foot mansion with 170 acres of land which is $58 million dollars and an extra $30 million to make a secret pathway where your bat mobile and other cars get in. Then you would need a citywide surveillance center to check on nearby crime which would attach to a super computer, and to achieve the needed speed you would build your own server farm with 200 Nvidia chips. You would have to hire a team of NSA to build a program that doesn’t just store data but predicts crimes. Your computer would heat up though and since you can’t plug it into an outlet, you would need a space micro-reactor satellite to power your computer. In all you’d probably spend about $160 million on a computer. Lastly, for your butler you would hire The Undertaker, a WWE fighter which would cost $100,0000 a year. So in total, to become Batman it would cost 600 billion dollars.
